The Public Utilities Corporation (PUC) plays a central role in Seychelles’ national development by providing electricity, water, and sewerage services as the country’s sole utility provider. Under the leadership of CEO Joel Valmont, the organisation has focused on enhancing operational resilience and ensuring reliable service delivery, both critical for the archipelago’s ongoing socio-economic growth.
In the aftermath of the COVID-19 pandemic, PUC shifted its strategic priorities from stabilising operations to positioning itself as a future-ready utility. To address increasing energy demands and reinforce energy security, the corporation introduced a bridging solution, adding 4 megawatts (MW) of capacity. Additionally, PUC secured firm generation capacities of 16 MW for Mahé, the main island, and 8 MW for Praslin, the second-largest island, to meet the growing consumption needs.
PUC is also adjusting tariffs for electricity, water, and sewerage services to ensure financial sustainability while maintaining reliable infrastructure. These measures align with projected demand growth rates estimated at between 3% and 4% annually, prompting PUC to implement sequenced investment plans to accommodate future needs.
In a notable development, PUC has negotiated its first power purchase agreement (PPA) for a 6 MW floating solar project, expected to become operational within the current year. This project marks a significant step toward the utility’s commitment to transitioning to renewable energy sources and reducing the environmental impact of power generation.
The corporation has expressed interest in expanding partnerships with entities in the United Arab Emirates, particularly in areas related to renewable energy, grid modernisation, and other infrastructure advancements. According to Valmont, Seychelles presents an attractive investment opportunity for regional and international investors seeking to support sustainable development initiatives in the island nation.
