Kyiv, Ukraine — Ukraine intensified its campaign against Russian military and energy infrastructure Sunday, setting fire to a significant oil refinery in southern Russia as part of a broader drone assault strategy. In response, President Vladimir Putin acknowledged for the first time that the country is experiencing a "certain deficit" of fuel and pledged to enhance the security of oil facilities while increasing fuel production.
The attacks form part of Ukraine’s broader efforts to disrupt Moscow’s war machine by targeting key industrial and energy sectors, aiming to reduce Russia’s revenue streams and directly impact its military operations. “Our ‘long-range sanctions’ reached two oil refineries in Russia,” Ukrainian President Volodymyr Zelenskyy wrote on the Telegram messaging app, emphasizing that each strike undermines resources that sustain Russian forces and represents a step toward peace.
The campaign has severely constrained Russia’s fuel supplies, resulting in widespread shortages, extended queues at gas stations, and the implementation of fuel rationing measures across numerous Russian regions. Western analysts suggest these disruptions have slowed Russian military advances and exerted pressure on the Kremlin to engage in negotiations.
Speaking on Russian state television, Putin framed the Ukrainian refinery attacks as attempts to sow division within Russian society and to compel a halt, even temporary, on military operations along the line of contact. “We will not give them that chance,” Putin declared, asserting that strikes against infrastructure do not affect frontline conditions. He also stated that Ukraine has offered to cease deep strikes inside Russia, a proposal he attributed to Kyiv’s desire to avoid similarly devastating Russian strikes within Ukraine. Putin reported that Kyiv proposed limiting hostilities to the four Russian-annexed but partially contested regions of Donetsk, Luhansk, Kherson, and Zaporizhzhia. He dismissed this offer, arguing it would enable Ukraine to concentrate forces on repelling Russian attacks in those areas by freeing troops from other fronts.
The ongoing drone assaults and Russian countermeasures mark a continuation of the five-year conflict, underscoring the strategic importance both sides place on controlling energy infrastructure and managing military momentum.
