Qatar took part in the launch of the 14th Arab Cultural Development Report titled “Arab Food and Water Security: Accumulated Crises and Promising Initiatives” at an event held on October 5 at the headquarters of the General Secretariat of the League of Arab States in Cairo. Representing Qatar was Amna Abdulrahman al-Sulaiti from the Permanent Representative Office of Qatar to the Arab League.
During the opening session, Arab League Secretary-General Nabil Fahmy highlighted the close connection between culture and development, emphasizing that effective management of resources and the rationalisation of consumption depend on public awareness, informed policies, and institutions capable of addressing future challenges. Fahmy described food and water security as essential components of Arab national security, underscoring that water rights within the Arab region relate directly to sovereignty and security concerns. At the same time, he pointed to potential avenues for cooperation that could serve mutual interests among Arab states.
Fahmy also stressed that water and food should not be wielded as tools of conflict or political leverage. He called for a shift from reactive crisis management to proactive anticipation and preparation, noting that the General Secretariat is working on an early warning and foresight system. This system aims to integrate indicators related to water, food, and climate security with broader political, economic, social, and security factors, enhancing the region’s ability to identify and address emerging risks.
Additionally, Fahmy advocated for deeper regional integration in this sector, urging Arab countries to pool their diverse capabilities and expertise to build a unified capacity that is more resilient against ongoing and future challenges. He emphasized that the report’s release is only the starting point for translating its findings and recommendations into actionable strategies and strengthening joint Arab institutional frameworks.
The report and the discussions surrounding its launch highlight the increasing focus within the Arab world on sustainable solutions for food and water security amid accumulating crises, reflecting a broader effort to address these challenges collectively.
