The General Authority of Customs (GAC) and Qatar Chamber (QC) jointly conducted a training session on the Electronic ATA Carnet (e-ATA Carnet) system for over 35 customs officials, aiming to support Qatar’s digital transformation and enhance customs efficiency. The programme took place at the GAC headquarters and was led by Dr. Jihad Itani and Tania Radwan from Qatar Chamber.

The training provided participants with an in-depth understanding of the e-ATA Carnet system, covering its applications and operational procedures. Sheikha Tamader Al Thani, Director of the International Relations and Chamber Affairs Department at Qatar Chamber, underscored the collaboration between the two organizations as pivotal in modernizing customs services and facilitating smoother cross-border operations.

Sheikha Tamader elaborated that the ATA Carnet serves as an essential tool for the temporary admission of goods such as exhibition materials, professional equipment, and commercial samples, allowing them to move across borders without incurring standard customs duties or taxes. Transitioning to an electronic format marks a significant development, reducing reliance on paper documentation, speeding up transaction processes, and improving data accuracy and transparency.

According to Sheikha Tamader, the training went beyond technical aspects, emphasizing the harmonization of procedures and enhanced coordination among relevant entities to elevate service quality for businesses, importers, and exporters within Qatar. Key topics included the core principles of the e-ATA Carnet, issuance and usage protocols, temporary admission and re-export requirements, the roles of customs authorities and chambers of commerce, and the monitoring and completion of related transactions.

The session also incorporated practical case studies, allowing customs officials to familiarize themselves with all stages of processing an e-ATA Carnet—from issuance through customs clearance and ultimately, re-export. This initiative is part of broader efforts by Qatar to advance digital transformation in customs operations and align with international trade facilitation standards.
