Qatar has reaffirmed its dedication to collaborating with the United Nations and international partners to advance the implementation of the Doha Programme of Action for the Least Developed Countries (LDCs) from 2022 to 2031. The programme is viewed as a global framework aimed at promoting sustainable development among the world’s most vulnerable nations.
The commitment was articulated by Abdulaziz Yousef Jolo, a member of Qatar’s delegation, during discussions at the Second Committee of the 81st Session of the UN General Assembly held at the United Nations headquarters in New York. The agenda item focused on Groups of Countries in Special Situations, which includes LDCs.
Jolo noted that the Doha Programme of Action is at a critical stage amid growing challenges, such as debt burdens, financing gaps, food insecurity, climate change impacts, and ongoing conflicts. He emphasized that Qatar remains firmly committed to supporting LDCs in reaching sustainable development targets, underscoring its role as host of the Fifth United Nations Conference on the Least Developed Countries held in Doha in March 2023. During that conference, Qatar pledged $60 million to aid the programme’s implementation and its related objectives.
Furthering this commitment, Qatar’s Fund for Development entered into two agreements valued at $21 million in September 2025 with the UN Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UN-OHRLLS). These agreements focus on establishing a food storage mechanism to enhance the resilience of LDCs and allocating $10 million to support the Office’s efforts in advancing the Doha Programme of Action.
Additionally, Jolo highlighted Qatar’s organization of a high-level meeting on Global Partnerships for the Sustainable and Resilient Graduation of Least Developed Countries, hosted in December 2025 in coordination with UN-OHRLLS. Preparations are ongoing at various levels for another significant event: the midterm review of the Doha Programme of Action, scheduled to take place in Doha from March 25 to 27, 2027. This review aims to assess progress and recalibrate efforts as necessary to meet the development goals outlined in the programme.
