Doha recently hosted a workshop focused on shaping the digital future, with particular attention to the European Union’s approach to platform governance and artificial intelligence regulation. The event, co-organized by Qatar’s Public Prosecution and the Delegation of the European Union to the State of Qatar, addressed several emerging issues related to digital technologies and cybersecurity.

The workshop was structured around three key themes. The first examined digital platform governance, highlighting the allocation of responsibilities among various stakeholders including public authorities, digital platforms, regulatory bodies, trusted flaggers, researchers, and civil society actors. Discussions centered on how effective governance frameworks can be developed to manage the growing influence of digital platforms.

The second theme explored the application of artificial intelligence within criminal justice systems. Participants reviewed both current and emerging uses of AI technologies such as predictive policing, risk assessment tools, facial recognition technologies, forensic analysis, and judicial decision-support systems. The sessions considered the benefits and challenges these technologies present, including ethical and legal considerations.

The third focus area dealt with the protection of critical infrastructure and the role of cyber diplomacy. Workshop sessions addressed strategies to strengthen international stability through diplomatic engagement and explored mechanisms to safeguard critical infrastructure from significant cyber threats. These threats include ransomware attacks and hybrid tactics that combine cyber operations with information manipulation campaigns. Attendees deliberated on enhancing preparedness, response capabilities, and diplomatic coordination to mitigate such risks.

Throughout the event, participants emphasized the importance of international dialogue and the sharing of expertise for formulating balanced digital policies. Such policies aim to foster technological innovation while protecting public security and fundamental rights. The workshop also reaffirmed the ongoing commitment between Qatar and the European Union to deepen bilateral cooperation in addressing the challenges emerging from the digital transformation era.
