Qatar has formally notified the United Nations of a series of attacks it attributes to Iran, describing them as violations of its sovereignty and threats to regional stability. On July 22, 2026, Qatar’s Permanent Representative to the UN, Sheikha Alya Ahmed bin Saif al-Thani, sent identical letters to UN Secretary-General Antonio Guterres and Zenon Mukongo Ngay, the Permanent Representative of the Democratic Republic of the Congo and President of the Security Council for the month of July, detailing recent incidents involving Iranian aggression.
The letters referenced an assault on July 7, 2026, when Iran allegedly targeted the Qatari tanker Al Rekayyat as it passed through the Strait of Hormuz. Additionally, Qatar’s Ministry of Defence reported missile attacks on its territory on July 12 and July 17, 2026, both of which were intercepted by Qatari Armed Forces. The Ministry of Interior stated that debris from the interception operations caused injuries to three people, including a child.
Qatar characterized these events as “dangerous and unacceptable escalations” that undermine the country’s territorial integrity and security. The letters asserted that Iran’s actions represent a clear breach of international law, including the 1949 Geneva Conventions and their Additional Protocols. Qatar also cited UN Security Council resolution 2817 (2026), which condemned attacks by Iran on Qatar and other countries in the region, demanding an immediate cessation of such hostilities.
The correspondence held Iran fully responsible under international law for the attacks and their consequences, calling for Iran to provide full compensation for damages suffered by Qatar. Furthermore, the letters reaffirmed Qatar’s right to self-defense under Article 51 of the UN Charter and emphasized that the country would take all necessary measures to protect its sovereignty, security, and the safety of its citizens and residents.
No official response from Iran was noted at the time of the notification. The situation highlights ongoing regional tensions and the challenges the international community faces in addressing security threats in the Gulf region. Qatar’s move to involve the United Nations underscores its efforts to seek multilateral support and to hold Iran accountable for incidents it deems aggressive and destabilizing.
