Qatar has reiterated its commitment to dialogue and mediation as fundamental aspects of its foreign policy, emphasizing the need for enhanced international cooperation to address conflicts and alleviate humanitarian crises. The reaffirmation was made by HE Dr Mohammed bin Abdulaziz al-Khulaifi, Minister of State at the Ministry of Foreign Affairs, during an address to the Parliamentary Association for Peace Mediation at the Japanese House of Representatives in Tokyo.
Dr al-Khulaifi underscored that Qatar’s foreign policy approach is grounded in its constitutional commitments and a firm belief in diplomacy as a critical means to protect lives, reduce suffering, and promote security and stability worldwide. He outlined key components of effective mediation, including building trust and credibility, exercising patience, respecting commitments, and maintaining confidentiality throughout negotiations. According to the minister, mediators play a crucial role in assisting conflicting parties in reaching sustainable agreements that are acceptable to all sides.
Highlighting Qatar’s active involvement in mediating several regional and international conflicts, Dr al-Khulaifi referenced efforts in Afghanistan, the Gaza Strip, and the Democratic Republic of the Congo. Additionally, he pointed to initiatives aimed at reuniting children with their families amid the conflict in Ukraine, framing such humanitarian actions as integral to the broader goal of easing suffering and fostering conditions conducive to political resolution.
The minister stressed that reaching agreements constitutes only one phase of the peace process, emphasizing that the implementation of those agreements and adherence to commitments are essential for achieving lasting peace. He also called attention to the necessity of protecting mediators and maintaining open channels for negotiation to preserve the possibility of peaceful settlements.
Dr al-Khulaifi praised the longstanding friendship and strategic partnership between Qatar and Japan, expressing optimism about strengthening bilateral cooperation in supporting dialogue, reducing tensions, and coordinating humanitarian and development assistance in conflict-affected regions. He further advocated for an expanded exchange of mediation expertise between the two countries as part of their shared efforts to support diplomatic solutions to global disputes.
Qatar continues to position mediation as a central pillar of its international engagement, aiming to facilitate negotiations and back humanitarian efforts in areas affected by conflict.
