Qatar and Lebanon have reinforced their bilateral cooperation amid ongoing regional tensions, focusing on energy, security, and development projects aimed at supporting Lebanon’s recovery and stability. Discussions between the two governments have advanced plans for joint initiatives, particularly in the energy sector, with the goal of enhancing Lebanon’s infrastructure without imposing immediate financial burdens on the Lebanese treasury.

Qatar’s Prime Minister highlighted progress on a longstanding energy project involving QatarEnergy and TotalEnergies to develop a solar power plant. This initiative represents a foundational step within a broader framework for energy cooperation, designed to provide integrated solutions and substantial investment opportunities benefiting both Lebanon’s economy and Qatari stakeholders. The Prime Minister emphasized Qatar’s commitment to supporting Lebanon across various sectors, including development, education, and health, highlighting the importance placed by HH the Amir on fostering joint ventures that contribute to Lebanon’s revitalization.

In addition to economic cooperation, Qatar reaffirmed its support for the Lebanese Armed Forces (LAF), describing the military institution as essential to the country’s security, unity, and stability. Talks between Qatar’s Prime Minister, Lebanese President Joseph Aoun, and LAF Commander General Rodolphe Haykal included prospects for enhanced support and collaboration in the near term. The discussions also addressed escalating tensions in Lebanon, with Qatar condemning Israeli attacks on peacekeeping forces and violations of Lebanese territory. The Prime Minister stressed the necessity for all parties to comply with UN Security Council Resolution 1701, calling for Israel’s withdrawal from occupied areas and the cessation of hostilities according to existing agreements.

On his part, Lebanese Prime Minister Dr. Nawaf Salam praised the close fraternal relationship between Lebanon and Qatar, acknowledging Qatar’s comprehensive political, economic, and humanitarian assistance. Dr. Salam announced that the two governments are nearing a joint project to rehabilitate and modernize Lebanon’s electricity generation infrastructure under a build-operate-transfer (BOT) arrangement that requires no upfront investment from Lebanon. He expressed gratitude to HH the Amir, Qatar’s leadership, and its people for their sustained support, which Lebanon regards as a continuation of a historic partnership dating back to reconstruction efforts after the 2006 war.

Dr. Salam also highlighted Qatar’s backing of Lebanon’s sovereignty, territorial integrity, and efforts to secure a full Israeli withdrawal from occupied Lebanese territories, emphasizing the goal of reinforcing state authority through Lebanon’s own security forces. Recent meetings in Doha, New York, and other international forums have furthered discussions on ending regional conflicts and expanding bilateral cooperation in energy, electricity, investment, and reconstruction. These efforts are intended to facilitate the return of displaced populations to their communities and contribute to the country’s long-term development.

Both leaders underscored the deep-rooted ties between Qatar and Lebanon, characterizing their relationship as grounded in brotherhood, mutual trust, and a shared vision for regional stability and prosperity. Qatar’s ongoing engagement with Lebanon reflects a strategic commitment to supporting its neighbor’s recovery amid complex geopolitical challenges.
