Qatar has reaffirmed its condemnation of terrorism in all forms and called for a comprehensive approach to countering the global threat. During the ninth review of the United Nations Global Counter-Terrorism Strategy held at UN Headquarters in New York City, Qatar’s Permanent Representative to the United Nations, HE Sheikha Alya Ahmed bin Saif Al Thani, emphasized the country’s firm commitment to the strategy and its four pillars.

Sheikha Alya highlighted that terrorism poses a serious threat to international peace, security, sustainable development, human rights, and the rule of law. Qatar reiterated its support for implementing relevant UN General Assembly and Security Council resolutions, as well as applicable international and regional agreements.

In her address, Sheikha Alya stressed the importance of addressing the root causes that contribute to the spread of terrorism. These include ongoing conflicts, foreign occupations, hate speech, and violations of human rights—factors that terrorist organizations often exploit for recruitment and incitement. She called for efforts to empower youth, promote education, and encourage dialogue and mutual understanding as essential components of counter-terrorism strategies.

Furthermore, Qatar underscored the significance of fostering tolerance and respect for religious values as a means to counter violent extremist rhetoric. The representative stressed that terrorism must not be linked to any particular religion, nationality, civilization, culture, or ethnic group. She emphasized the necessity of confronting terrorism fueled by intolerance, racism, xenophobia, and Islamophobia.

Qatar’s statement reflects its broader diplomatic position advocating for a balanced and inclusive approach to combating terrorism, aligning with international efforts to strengthen peace and security worldwide.
