Qatar received significant recognition at the 2026 GCC Digital Government Award ceremony held in Manama, Bahrain, securing three awards across different categories that highlight the country’s advancements in artificial intelligence, digital government services, and digital inclusion.
The Council of Ministers Secretariat General was honored with the Winning Project Award for the Smart Legislative Advisor Programme in the “Best Use of Artificial Intelligence” category. Launched in January 2026, this AI-driven initiative supports the preparation, review, and analysis of draft government legislation by integrating research, drafting, and review processes into a unified workflow. Developed in collaboration with the Ministry of Communications and Information Technology (MCIT), the programme aims to enhance the quality of legislation, which officials describe as a fundamental pillar for the rule of law and government efficiency. However, officials emphasized that the tool is designed to aid legislative specialists without replacing their judgment, keeping final decisions under human responsibility.
Majed Hassan Al Ghanem, director of the Legislation Department at the Council of Ministers Secretariat General, noted the programme’s role as a strategic project aimed at legislative excellence and praised the cooperation between government entities in tailoring digital solutions to operational needs. The programme aligns with Qatar’s Digital Agenda 2030 and the Third National Development Strategy (2024–2030), reflecting the government’s broader efforts to leverage AI for improving public sector functions.
In addition to this award, the Ministry of Communications and Information Technology received the Distinguished Project Award in the “Best Comprehensive Government Application” category for Hukoomi, the government’s digital services portal. Rebuilt under MCIT’s Digital Factory initiative and centered around the “Life Moments” concept, Hukoomi integrates services from various government agencies, allowing users to complete transactions online through features such as Single Sign-On, transaction tracking, advanced search, and a virtual assistant. These enhancements aim to simplify procedures and foster a more connected and accessible digital experience.
The Ministry of Social Development and Family was also recognized with a Distinguished Project Award in the “Best Digital Inclusion Initiative” category for the Yusr Platform for Persons with Disabilities. Designed to act as a unified source for services and information, Yusr enhances accessibility and user experience in accordance with leading digital accessibility standards. Maha Hamad Al Attiyah, assistant undersecretary for Family Affairs, highlighted the ministry’s commitment to advancing digital inclusion and noted that the award encourages further development of inclusive initiatives and innovation in service delivery.
The Ministry of Communications and Information Technology coordinated the participation of Qatari projects in the awards, working closely with government entities to showcase the impact and capabilities of these initiatives. Officials described the recognition as a reflection of Qatar’s progress in transforming government services through technology and collaboration.
