The development of artificial intelligence (AI) drone swarms could prove decisive in the ongoing conflict in Ukraine, according to former CIA director General David Petraeus. Speaking at the House of Lords on Tuesday, Petraeus highlighted the absence of effective defenses against coordinated attacks by large numbers of unmanned drones operating as a collective swarm.
Currently, about 90 percent of individual drones can be intercepted, Petraeus said, but whoever is first to deploy swarm technology at scale will gain a significant battlefield advantage. Swarming drones eliminate the need for human pilots for each drone, enabling many more to be deployed simultaneously without direct human control. This marks a significant shift from present operations, where drones are typically flown remotely by individual pilots using joysticks.
Petraeus, who also commanded US Central Command and NATO forces in Afghanistan, has visited Ukraine multiple times since Russia’s full-scale invasion in 2022 and plans further trips this year. He stressed the importance of continued Western support for Ukraine but emphasized that technological innovation, particularly in autonomous systems, could be the key to victory.
Both Ukraine and Russia are reportedly experimenting with AI-enabled drone technologies. A recent analysis of Russian drones recovered near Zaporizhzhia indicated that they included experimental AI targeting capabilities, allowing the drones to select precise targets autonomously after being programmed to travel toward a designated area. These systems rely on extensive training datasets containing thousands of images of geographic features and military vehicles to distinguish between civilian and military targets.
In response, Ukraine has shared access with the United Kingdom to an AI data repository known as the Avengers AI Lab, supporting the development of more advanced autonomous systems.
Despite the potential, experts caution that fully operational drone swarms remain in the experimental stage. The Centre for Strategic and International Studies noted last year that while small-scale tests of swarming drones are underway, the complex coordination needed for drones to communicate, make decisions, and adapt collectively has yet to be achieved. Significant advancements are required in AI algorithms, communication protocols, and real-time decision-making capabilities before large-scale deployment is practical. A Ukrainian defense source confirmed that AI-enabled drone swarms of this magnitude are not yet operational.
The ongoing war in Ukraine has imposed heavy casualties on Russian forces, with estimates suggesting around 45,000 troops killed or seriously wounded each month, far surpassing Moscow’s recruitment capacity. Total Russian casualties are believed to exceed 1.4 million, though official figures have not been released.
Petraeus described the front lines as “death zones” due primarily to the impact of drone warfare, noting that troops must remain underground to survive. The scale of drone and unmanned system activity has complicated logistics, requiring supplies and medical evacuations to be conducted via remote-controlled vehicles rather than traditional means. “In Afghanistan, you could get a soldier from the front line to a hospital within 45 minutes,” Petraeus said. “In Ukraine, just extracting wounded soldiers is a major challenge.”
Calling for comprehensive reforms across military forces, Petraeus urged an overhaul in recruitment, equipment, and operational tactics to meet emerging threats. In his address, he observed that remotely piloted systems already account for the vast majority of Russian casualties, displacing traditional combined-arms combat formations and changing the nature of frontline warfare on land, air, and sea.
