The number of low-income households in the United Kingdom unable to afford basic essentials such as food and heating has reached a record high, according to new data released by the Joseph Rowntree Foundation (JRF). Their latest cost of living tracker, published on July 22, 2026, estimates that approximately 7.4 million households have gone without at least one essential item in the past six months. This figure marks an increase from 7.1 million reported a year earlier and is the highest recorded since the survey began in 2021.

The JRF report highlights that the rise in material deprivation is notably driven by groups traditionally considered less vulnerable. In particular, the number of households experiencing hardship has grown fastest among those not receiving means-tested benefits, homeowners who have paid off their properties, families without disabilities or health conditions, childless households, and households led by someone aged over 65.

Separately, developments in the justice sector have prompted calls for reconsideration of recent reforms concerning jury trials. Alex Norris, appointed Justice Secretary on Monday by Andy Burnham, faces pressure to halt the controversial proposals introduced by his predecessor, David Lammy. Lammy’s plan sought to limit jury trials to cases where the likely sentence would be three years or longer, a measure designed to reduce the persistent backlog in court proceedings.

Shadow Justice Secretary Nick Timothy criticised the reforms as "reckless," urging Norris to abandon the changes. Meanwhile, Downing Street has refused to confirm whether Burnham supports the current proposals. Last year, Burnham expressed caution about the plans, calling for a pause and careful consideration.

Upon his appointment, Norris emphasised his focus on delivering faster justice and enhancing public safety. He stated, “The justice system exists to serve the public, and my priorities are clear: to deliver swifter justice and safer communities.” He also noted the necessity of reducing court backlogs to ensure victims receive timely justice while contributing to efforts to address violence against women and girls.
