Staff at the National Energy System Operator (Neso) in Wokingham, Berkshire, faced significant operational challenges during a record-breaking heatwave in late June, raising concerns over the stability of Britain’s electricity grid and triggering an internal dispute over management’s handling of the crisis. The period saw unusual stresses on the power system, traditionally associated with cold winter conditions, as demand for air conditioning surged and some renewable and nuclear sources underperformed.
The heat dome gripping much of Europe led to reduced output from wind turbines, gas power plants, and French nuclear facilities that typically export electricity to Britain. To address the strain, Neso implemented emergency measures, including contracting consumers to reduce electricity use, costing nearly £800,000 between mid-April and mid-July. Despite these actions, the grid frequency—a key indicator of system balance—dropped close to critical operational limits for nearly an hour on June 23, with the lowest recorded frequency at 49.66Hz, just above the statutory limit of 49.5Hz.
The period coincided with allegations from whistleblowers within Neso, brought to parliamentary attention by shadow energy secretary Claire Coutinho. They claim senior managers pressured control room staff to avoid maintaining full audit records and influenced decisions to protect the organization’s reputation rather than prioritizing system stability. The insiders expressed concern that senior leadership was risking blackouts under these pressures, fearing the grid was becoming increasingly difficult to manage.
Neso has denied any wrongdoing, asserting that while the heatwave placed "sustained pressure" on the system, no customer demand was disconnected, voltage remained stable, and network infrastructure was not overloaded. Craig Dyke, a Neso director, emphasized the frequency stayed within statutory bounds throughout the episode.
Independent investigators from the law firm Eversheds Sutherland have been engaged to examine the whistleblower claims. Neso’s chief executive, Fintan Slye, stated that the organization has robust policies to prevent undue influence over operational decisions and pledged full cooperation with the probe. The outcome of the investigation will be shared with Ofgem, the UK energy regulator, and government officials, with plans for public release though no timeline has been provided.
The heatwave forced Neso to activate emergency import controls on power flowing from continental Europe, including an unprecedented call for an additional 500 megawatts from the Netherlands on June 24, achieved by curtailing exports. These emergency responses, alongside costly activation of gas-fired plants, underscore the tension between climate commitments and grid reliability, as gas generation remains a major source of carbon emissions.
Industry analysts caution against labeling the events as a “near miss” blackout, noting that while Great Britain has rarely experienced such tight margins, the system did not actually lose supply. However, former employees suggest that the pressure to avoid reputational damage in a state-owned entity—acquired by the government from National Grid in 2024 for £630 million—may put staff in difficult positions where conservative decision-making could impede timely responses to grid instability.
