An independent investigation into the Norfolk Police Department has found that a romantic relationship between the department’s former deputy chief and a sergeant created significant conflicts of interest, compromised internal investigations, and damaged department morale.

The review focused on Deputy Chief Michelle Palladini and Sergeant Samuel Webb, who were involved in a personal relationship while Palladini was responsible for handling an internal affairs complaint filed against Webb. The complaint originated from a woman who met Webb during his investigation of criminal activity in her neighborhood and later alleged that Webb had been dishonest about his relationship status. The complainant described Webb as a “pathological liar” and disputed his claim that she was stalking him, noting that they exchanged thousands of text messages while Webb was on duty.

According to the investigation, Palladini did not conduct proper interviews or gather sufficient evidence before concluding that the complaint did not violate department policy. It was also found that Palladini failed to disclose her romantic involvement with Webb during the investigation, a conflict that compromised the integrity of the process. When questioned by then-Police Chief Timothy Heinz, Palladini denied the relationship but resigned shortly after becoming aware of the probe in April 2023. Webb acknowledged he had misrepresented his relationship status to the complainant, claiming to be single despite living with a longtime partner.

Following the appointment of Police Chief James Barrett, a new review was launched leading to Webb being placed on paid administrative leave pending further investigation. The report concluded that Palladini’s handling of the case was fraudulent due to her failure to properly investigate the allegations and her personal bias stemming from the relationship.

The affair reportedly created widespread discord within the Norfolk Police Department, with staff citing the relationship as a poorly kept secret that undermined morale and trust. Webb was also accused of receiving preferential treatment in assignments related to overtime and stipends without the usual open posting procedures, allegedly due to his connection with Palladini.

Additional claims against Webb, unrelated to the romantic relationship, included misuse of Tasers against a firefighter and a recruit, inappropriate physical contact with another officer, and intimidation tactics. The report described Webb as frequently dishonest and perceived as “untouchable” because of his ties to Palladini.

Town officials have condemned the conduct as falling far short of professional standards expected from law enforcement leaders. The Peace Officer Standards and Training Commission has received the investigation’s findings and is considering certification consequences for both officers. Both Palladini and Webb no longer work for the Norfolk Police Department.
