Muscat—His Majesty Sultan Haitham bin Tarik issued two Royal Decrees on Sunday ratifying amendments and agreements significant to Oman’s international relations and multilateral engagements.
Royal Decree No. 87/2026 ratifies an amendment to the Charter of the Organisation of Islamic Cooperation (OIC). The amendment revises the first paragraph of Article 8 of the Charter, which was initially amended and promulgated by Royal Decree No. 44/2015. This change follows the decision of the OIC Council of Foreign Ministers, specifically decision No. 3/44-AT concerning the frequency of convening the Islamic Summit. The decree directs Omani authorities to formally deposit the ratification documents as stipulated by the Charter’s provisions. It further mandates the decree’s publication in the Official Gazette and stipulates that it takes effect immediately upon issuance.
In a separate decree, Royal Decree No. 88/2026, Oman ratified a bilateral agreement with the Republic of Rwanda on mutual visa waivers for holders of diplomatic, private, and service passports. The agreement was signed in Salalah on September 8, 2026. This decree also requires publication in the Official Gazette and is effective from the date of issuance.
These decrees reflect Oman’s ongoing efforts to engage actively with multilateral organizations and enhance bilateral diplomatic relations. The amendment to the OIC Charter aligns Oman’s commitments with recent organizational reforms, while the visa waiver agreement with Rwanda aims to facilitate official travel and strengthen cooperation between the two countries.
