The Selangor government has unveiled its Second Selangor Plan (RS-2), a five-year strategic framework aimed at transforming the state into a leading economic hub in Southeast Asia by 2030. Announced on August 7 by Selangor Mentri Besar Datuk Seri Amirudin Shari, the plan outlines six key missions designed to generate RM600 billion in economic value over the next five years.
Building on the foundation laid by the First Selangor Plan (RS-1), which focused on post-pandemic recovery, RS-2 shifts focus toward long-term economic growth and sustainability. The strategy targets an average annual gross domestic product growth rate of 6.1%, emphasizing Selangor’s role as Malaysia’s principal economic engine.
The plan’s six strategic missions include driving Selangor’s economic leadership, achieving balanced development and equitable opportunities across its districts, enhancing social welfare and livability, developing a productive and inclusive workforce, advancing sustainability and climate resilience, and creating an effective, business-friendly government. These missions cover 25 focused areas supported by 98 initiatives, designed to address both economic and social dimensions of development.
Industrial growth will be anchored around five high-potential sectors: electrical and electronics with an emphasis on semiconductors, aerospace, automotive including smart manufacturing, the digital economy, and the creative economy. Infrastructure projects introduced during RS-1, such as the Sabak Bernam Development Area (Sabda) and the Integrated Development Region in South Selangor (Idriss), will see expansion under RS-2.
Public transport enhancements are a significant component of the plan. A priority is set on expanding the Selangor rail network to improve connectivity between the state’s northern and southern districts, aiming to facilitate more efficient transit and support regional economic integration.
Distinct from broader national plans, RS-2 adopts a localized approach by coordinating development efforts among state-owned enterprises, local authorities, and district offices. Public-private partnerships are integral to the plan’s financing and governance structure, aiming to ensure sustainability and effective implementation.
Ultimately, the Second Selangor Plan seeks not only to boost economic figures but also to translate Selangor’s economic strength into tangible improvements in quality of life for its residents. The comprehensive blueprint reflects a commitment to inclusive growth, environmental stewardship, and enhanced public services as the state moves towards its 2030 vision.
