Orchard Park Community Primary School in Cambridge has been placed into special measures following an Ofsted inspection that highlighted significant shortcomings in the quality of education provided. The inspection, conducted in July, found that the school is failing to deliver an acceptable standard of education and that its leadership lacks the capacity to drive necessary improvements.

The school was rated as requiring urgent improvement in three key areas: achievement, curriculum and teaching, and leadership and governance. Safeguarding standards were also found to be inadequate. In total, four categories were marked as needing attention.

In contrast to a 2022 inspection under a different evaluation framework that rated Orchard Park as “good,” the latest report revealed a decline in pupil outcomes. By 2025, attainment at the end of Key Stage 2 was below national averages across most subjects, with mathematics particularly affected by sustained underperformance. Fewer than half of Year 6 pupils met the expected standards in reading, writing, and mathematics over the past two years. Inspectors noted that pupils are not developing secure knowledge across various subjects, and while there have been recent improvements in phonics outcomes, these have yet to reverse the broader downward trend.

The report highlighted ongoing concerns about the school’s safeguarding practices, describing them as not meeting required standards. Additional weaknesses were identified in attendance management and support for pupils with special educational needs and disabilities (SEND), which have persisted over time. Although the school has introduced several initiatives to boost attendance, including increased monitoring and collaboration with the local authority and families, attendance levels remain below acceptable standards.

Despite the challenges, inspectors observed that most pupils are generally polite and respectful, enjoy time with their peers, and have positive relationships with staff. However, some pupils reported incidents of bullying and unkind behaviour.

Ofsted has outlined several priorities for the school, including strengthening safeguarding systems, improving curriculum consistency and teaching quality, raising pupil attendance, and better evaluating personal development and wellbeing programmes.

Under special measures, Orchard Park Community Primary School will be subject to up to six monitoring inspections over a period of 24 months to assess progress. The school was contacted for comment but did not provide a statement ahead of publication.
