The German city of Osnabrück, historically known for its automobile production, is preparing to transition from manufacturing cars to producing air defense systems, following a recent agreement involving Volkswagen, an Israeli investment firm, and the state of Lower Saxony. This shift aims to preserve more than 1,200 jobs at a Volkswagen plant previously slated for closure next year, while aligning with broader European efforts to boost defense capabilities amid rising geopolitical tensions.

Volkswagen’s arrangement with Aurelius Capital, based in Tel Aviv, and Rafael Advanced Defense Systems, the Israeli company behind the Iron Dome missile defense technology, signals a significant pivot for the Osnabrück facility. Under the agreement, Aurelius is expected to hold majority ownership, with Rafael providing technical expertise to transform the factory into a center for producing air-defense equipment designed to intercept missiles and drones.

Osnabrück’s mayor, Katharina Pötter, described the factory as a vital part of the city’s identity, emphasizing that the shift represents both the end of an era in civilian car production and a demonstration of industrial resilience. The plan has sparked debate locally, with some residents expressing pacifist concerns. Nonetheless, the city council has underscored the importance of defense as a means to protect democracy and maintain peace in Europe.

The transition reflects a broader trend in the European automotive sector, which is grappling with intensified Chinese competition, punitive U.S. tariffs, rising energy costs, and plans for significant job cuts. Volkswagen alone intends to reduce its workforce by roughly 100,000 positions by 2030. Volkswagen’s move in Osnabrück is part of a larger realignment, with potential plans to repurpose additional plants in Germany for defense or other innovative sectors such as robotics and energy storage. The company’s works council has indicated openness to exploring new industrial opportunities but remains cautious about fully replacing existing commitments.
