In Cheng’an county of Handan, Hebei province, a small technology firm is leveraging artificial intelligence to expand its creative and operational capabilities. Yuehui Network Technology, led solely by 27-year-old Shen Yueyue, operates with a lean team of four, producing an animated series targeted for distribution on TikTok across nine countries.

The company exemplifies the growing trend of small businesses employing AI to enhance productivity and scale their offerings. Shen manages multiple roles within the firm, using AI tools to streamline both business management and content production.

This development coincides with Cheng’an’s recent launch of Hebei province’s first county-level computing power voucher program and an accompanying service platform aimed at supporting small enterprises. Introduced on September 18, the initiative offers a total of two million yuan in vouchers to help local businesses subsidize expenses related to computing services.

The platform is designed to simplify access to high-powered computing resources by automatically tracking real-time computer usage data. Eligible companies can receive financial support without submitting formal applications, thereby facilitating smoother access to essential AI training and computing infrastructure.

In addition to subsidy distribution, the service platform provides functionalities such as computing scheduling, agent integration, and technical support, further enabling small enterprises to enhance their competitive edge in rapidly evolving digital markets. The initiative reflects broader efforts within the region to foster a more digitally empowered small business sector through innovative technology adoption.
