The Selangor Agricultural Development Corporation (PKPS) has unveiled its SEED2030 roadmap, a strategic plan designed to enhance food security in Selangor by securing affordable food supplies, supporting local agriculture, and building long-term resilience.

Established in 1972 as a successor to the Selangor State Padi Loan Board (LPPNS), PKPS has evolved alongside Selangor’s transformation from a primarily rural state to Malaysia’s economic hub. Initially focused on aiding smallholder farmers of rubber, oil palm, and paddy, the corporation has expanded its operations to include diversified agribusiness activities such as oil palm plantations, compost fertilizer production, dairy farming, and poultry.

Currently led by group chief executive officer Datuk Dr Mohamad Khairil Mohamad Razi, PKPS plays a key role in bridging rural agricultural producers with urban consumers by leveraging modern technologies and supply chain integration. The corporation employs precision agriculture and Internet of Things (IoT) sensors to monitor crop conditions in real time, reducing losses caused by weather fluctuations and disease. Similarly, automated poultry facilities maintain consistent environmental controls to ensure year-round supply of quality protein despite seasonal weather challenges.

In response to rising global food shortages and climate-related disruptions, PKPS is shifting from reactive measures to a proactive resilience strategy. It maintains significant food reserves through initiatives such as the Selangor Food Warehouse (GMS), holding stocks of key staples including 5,000 tonnes of rice and 1,000 tonnes of meat. Local grain production has also been expanded to reduce dependence on imports for livestock feed.

Central to PKPS’ affordability efforts is the Ehsan brand, under which fresh food products are offered at prices 15% to 30% below market rates. This pricing strategy is supported by a streamlined “Farm-to-Ehsan” supply pipeline that eliminates intermediaries, improving efficiency and price stability. The corporation’s Jualan Ehsan Rahmah programme targets densely populated and lower-income B40 and M40 communities across Selangor’s 56 state constituencies, providing discounted essentials such as chicken, eggs, cooking oil, rice, fish, and seasonal produce.

PKPS also emphasizes strategic collaborations with private agritech firms, logistics providers, and government bodies, including the Domestic Trade and Cost of Living Ministry. These partnerships facilitate technology transfer, skill development, and job creation in fields such as smart-farming, drone operations, and supply chain management. Furthermore, vendor development programmes aim to empower local entrepreneurs and youth with practical training and market access within the PKPS ecosystem.

The SEED2030 roadmap, covering the period from 2026 to 2030, outlines an ambitious expansion of food reserve capacities to provide a three-to-six-month buffer against potential supply disruptions. It also calls for a wider retail presence of Ehsan outlets, including both fixed and mobile units, to bring affordable groceries closer to residential communities. Another key initiative under SEED2030 is the establishment of youth agro-entrepreneur incubators, designed to nurture the next generation of agricultural talent with training, technology access, and clear pathways to viable agribusiness careers.

By 2030, PKPS envisions a food system in Selangor marked by predictable grocery costs, readily accessible high-quality local produce, and enhanced protection against international market volatility. Through its integrated approach, PKPS aims to position Selangor as a national leader in sustainable public-sector agribusiness, supporting both consumers and farmers across the state.
