In January 2022, China’s Shijian-21 satellite demonstrated a capacity that startled Western military officials by capturing a defunct satellite, dragging it hundreds of kilometers, and depositing it into a designated graveyard orbit. This operation, executed with remarkable speed and precision, raised concerns about a potential undeclared space weapon capable of disabling satellites critical to national security and economic infrastructure.
Four years on, the United States publicly acknowledged deploying weapons in space, marking a significant development in the militarization of the final frontier. Speaking at a defense conference in Maryland, U.S. Air Force Secretary Troy Meinck stated that America now possesses “on-orbit space control weapons” designed to protect joint forces from adversarial actions in space. This announcement signals an effort by U.S. military leadership to deter hostile behavior by making its defensive and offensive space capabilities known.
The emergence of space as a contested military domain has long been anticipated by defense analysts. Chris Deverell, a former British four-star general who led the military’s space operations, noted that the potential for conflict in space is not new. He pointed out that countries including India, China, Russia, and the United States have already demonstrated anti-satellite capabilities via ground-based missile tests, signaling their capacity to disrupt enemy satellites from Earth.
A U.S. Space Force spokeswoman emphasized that activities by Russia and China, including testing and deploying space-based weapons since at least 2007, have firmly established space as a warfighting domain. She highlighted space control as integral to safeguarding national security interests and credited the establishment of the Space Force as the sixth branch of the U.S. military with enhancing the country’s ability to secure this domain. The spokeswoman also underscored that transparency about U.S. capabilities strengthens deterrence and helps prevent miscalculations by adversaries.
While specific details of the U.S. space weapons remain classified, experts consider it unlikely the technology involves direct collision-based anti-satellite missiles, which risk creating large amounts of space debris that could harm U.S. assets. Alternative technologies may include electronic jamming, satellite-to-satellite proximity operations designed to disrupt or disable communications, and laser systems capable of dazzling or damaging enemy sensors.
The critical reliance of the U.S. and European nations on satellite systems for communications, navigation, and missile guidance distinguishes their vulnerabilities. According to Sir Chris Deverell, Russia would likely target GPS satellites early in any conventional conflict given their centrality to both military operations and civilian infrastructure such as banking and telecommunications.
Attention is also turning toward potential conflicts beyond Earth orbit, particularly on the Moon. In mid-2023, the head of UK Space Command observed the possibility that China might begin mining for critical minerals on the lunar surface within the coming decades. The Moon is envisaged not only as a resource site but as a potential staging ground for future missions to Mars and as a communications hub. However, current legal frameworks governing lunar activity are limited, raising concerns about territorial disputes as multiple countries, including China, the U.S., and Russia, intensify their lunar exploration efforts.
While the economic viability of lunar mining remains uncertain, the strategic importance of off-world locations is driving new considerations about space governance and the risks of conflict extending beyond Earth’s orbit.
