Singapore plans to enhance integration among ASEAN member states and expand its external partnerships when it assumes the chairmanship of the regional bloc in 2027, Foreign Minister Vivian Balakrishnan announced. Speaking on October 7 at the Milken Institute Asia Summit 2026 held in Singapore, Balakrishnan outlined the country’s objectives for its upcoming leadership role.

The minister emphasized the importance of strengthening economic ties within ASEAN, aiming for a more integrated regional economy that leverages collective strengths, particularly in sectors such as energy and technology. “Success” for Singapore’s tenure would be measured by sustained economic growth across the bloc and a level of integration where the combined capabilities of ASEAN members exceed their individual contributions.

In addition to reinforcing internal bonds, Singapore seeks to broaden cooperation beyond ASEAN’s traditional dialogue partners. Balakrishnan highlighted the potential for enhanced engagement with entities like the European Union and Canada, as well as countries in Africa, South America, and the Pacific Islands. This expanded outreach reflects a strategic effort to diversify ASEAN’s international partnerships amid shifting global dynamics.

Addressing the current challenges facing the international order and disruptions to global supply chains, Balakrishnan noted that middle and smaller powers could find significant opportunities by adopting constructive and collaborative approaches. He stressed the value of “building bridges” and fostering dialogue to navigate a complex global environment.

ASEAN, as a collective, represents the world’s fourth-largest economy, and Balakrishnan expressed optimism about its growth potential over the next two decades. The bloc’s continued development and integration are central themes for Singapore as it prepares to steer ASEAN’s agenda during its chairmanship, aiming to solidify the region’s role on the global economic stage.
