Kuwait is experiencing intensified calls for more responsible electricity consumption as it faces another summer marked by extreme heat. Government campaigns encouraging the public to reduce unnecessary energy use have been complemented by initiatives from some cafes adopting energy-saving practices, while residents urge malls, cooperatives, and other businesses to implement similar measures. Social media influencers have also joined the effort to promote more conscious electricity consumption.
Extensive research identifies the residential sector as the principal driver of Kuwait’s electricity demand, accounting for more than half of the country’s consumption. Kuwait’s 2019 National Communication to the United Nations Framework Convention on Climate Change reports that residential buildings alone consume approximately 64 percent of total electricity, a significantly higher share than commercial, industrial, and other sectors. Experts attribute this high demand to the large size of many homes, near year-round air conditioning use, and historically low electricity tariffs, which offer limited incentives to reduce consumption. Dr. Bassam Shuhaibar, an environmental engineer at the Kuwait Institute for Scientific Research (KISR), has previously noted that daily per capita energy consumption averages about 40 kilowatt-hours, roughly equivalent to nearly 400 hours of television viewing.
Cooling systems represent the largest portion of residential electricity usage in the country, where summer temperatures often exceed 40°C. A 2025 study modeling Kuwait’s residential energy consumption found that air conditioning accounts for 67 percent of residential electricity use and 72 percent of peak household demand. The same study projected annual growth in air conditioning electricity demand at 2.9 percent through 2040. The 2019 Environmental Public Authority (EPA) National Communication supported these findings, estimating that air conditioning constitutes nearly 70 percent of Kuwait’s peak electricity demand and more than 45 percent of annual consumption across residential, commercial, and public buildings. Other significant household electricity users include refrigerators and freezers, with lighting and water heating contributing smaller shares.
Experts suggest that even modest adjustments in cooling habits could substantially lower electricity consumption. Environmental specialist Samia Al-Duaij highlighted the common practice of setting air conditioners to very low temperatures, noting that increasing the thermostat setting by just 2 to 3 degrees Celsius might reduce energy use by up to 30 percent.
While Kuwait’s climate remains the dominant factor in electricity consumption, government subsidies on electricity prices also influence usage patterns. The EPA’s 2019 report indicates that electricity generation costs are considerably higher than the prices paid by consumers, meaning households pay only a fraction of the actual production cost. This low pricing diminishes financial motivation to adopt energy-efficient appliances or conserve energy. Dr. Shuhaibar has argued that awareness campaigns alone are insufficient to alter consumption patterns substantially and advocates for a mix of reduced subsidies, penalties for excessive use, and rewards for greener practices.
In parallel with conservation efforts, Kuwait is investing in renewable energy development to diversify its electricity sources. The Shagaya Renewable Energy Park is central to this strategy, aiming to contribute 15 percent of Kuwait’s electricity from renewable sources by 2030 with a planned capacity of 4,500 megawatts. After earlier administrative and logistical delays, the project is advancing through new phases and investment opportunities. Dr. Ayman AlQattan, head of the Shagaya project’s first phase, indicated that Kuwait’s strong solar potential makes its renewable energy targets attainable. He also identified possibilities such as greater reliance on the Gulf Cooperation Council (GCC) electricity grid during shortages and revisiting electricity pricing to encourage conservation during peak demand.
Local studies and experts recommend a multifaceted approach to managing rising electricity demand. Measures include enhancing building codes to improve insulation, window efficiency, and cooling system performance, as well as retrofitting older buildings with more efficient technologies. Architectural engineer Ahmad Salmeen has called for stronger design guidelines to optimize factors like window-to-wall ratios and external shading to reduce heat gain. Former Ministry of Electricity and Water consultant Salem Al-Ajmi emphasized the importance of ensuring that air conditioners and other appliances meet high efficiency standards and advocated for managing peak-hour demand through measures such as adjusted work schedules during the hottest months.
Al-Duaij has also urged renewed consideration of policies requiring solar panel installation on new homes, underscoring the significance of household-level solutions in Kuwait’s energy strategy. Across the board, researchers underscore the need for policies that balance efficient consumption with affordability alongside expanded adoption of renewable energy technologies.
