Qatar’s Minister of Social Development and Family, Buthaina bint Ali al-Jabr al-Nuaimi, outlined the country’s strategic roadmap for social development during a lecture at Carnegie Mellon University in Qatar (CMU-Q). The event marked the inaugural session of CMU-Q’s Dean’s Lecture Series for the 2026-2027 academic year.

In her address, al-Nuaimi detailed the Ministry of Social Development and Family Strategy 2025-2030, titled “From Care to Empowerment,” which aims to build a resilient and cohesive society aligned with Qatar’s Third National Development Strategy and the Qatar National Vision 2030. The strategy is structured around five interrelated pillars: strengthening family unity, empowering women, supporting vulnerable groups, fostering social solidarity, and providing comprehensive social protection.

Al-Nuaimi emphasized that advancing from a model focused primarily on care to one centered on empowerment requires coordinated efforts among government bodies, the private sector, civil society, and the broader community. She stated that by reinforcing families, enabling women, supporting priority groups, encouraging responsible citizenship, and promoting self-sufficiency, Qatar seeks to enhance both quality of life and social cohesion for future generations.

The minister described the strategy as a significant development in Qatar’s approach to social development. She highlighted the importance of collective action for its success, aiming to create conditions that allow individuals and families to flourish and contribute meaningfully to society.

CMU-Q, a longstanding partner of Qatar Foundation, has hosted more than 80 speakers in its Dean’s Lecture Series over the past 15 years, welcoming leaders from government, academia, and industry both within Qatar and internationally. The series continues to serve as a platform for dialogue on key national and global issues.
