Plans to fully implement the European Train Control System (ETCS), a digital signalling technology designed to reduce delays on Britain’s rail network, are not expected to be completed until at least 2060. The technology, which replaces traditional lineside signals with digital displays in the driver’s cab, aims to improve reliability and safety by reducing infrastructure failures, which currently account for about one-third of train delays.

ETCS was first trialled on the Cambrian line between Shrewsbury and Aberystwyth in 2010, but progress across the UK has been slow. Last year, the Northern City Line in London became the first commuter route to adopt the new system. In contrast, some European countries have rapidly advanced their rollouts: Belgium, Luxembourg and Switzerland have equipped over 90% of their railways, with 40% of rolling stock expected to have ETCS by 2030. Countries like France and Germany, however, have moved at a slower pace.

Network Rail is currently investing £1.4 billion to install ETCS along the East Coast Main Line, with live testing underway. The project, launched in 2017, aims for completion in the early 2030s but faces delays and budget overruns. Additionally, the installation of ETCS on the first batch of Class 66 freight locomotives, scheduled between Welwyn Garden City and Hitchin, has fallen behind schedule. Industry observers have criticized the programme’s management. Railway engineer Gareth Dennis described the project as disorganized, citing delivery issues and mismanagement.

Network Rail has told parliamentary committees it plans to extend ETCS nationally by 2060, though experts suggest this timeline may be optimistic. Independent consultant William Barter highlighted the benefits of the technology, noting it should reduce delays by decreasing the number of physical components that can fail, improve safety, and lower long-term renewal costs. However, Barter expressed skepticism about claims that ETCS would significantly increase network capacity.

Transport commentator Christian Wolmar echoed concerns about the slow rollout, attributing it partly to the fragmented nature of Britain’s rail industry, where infrastructure, train operations, and rolling stock ownership are handled by separate entities. He suggested that the proposed nationalisation of the railways under the Labour government's Great British Railways may help streamline future upgrades. Wolmar also remarked that ETCS may not be necessary for smaller, less busy branch lines, limiting the scope of its deployment.

Network Rail acknowledged the complexity of coordinated upgrades but pointed to early successes, including the first “no signals” commuter route between Finsbury Park and Moorgate and ongoing preparations for digitally signalled services on the East Coast Main Line. The organisation confirmed that seven freight locomotives have been retrofitted with ETCS and noted a gradual reduction in delivery times as experience grows. Nonetheless, critics maintain that current project management practices are hindering progress on this critical infrastructure improvement.
