However, concerns have emerged regarding Saudi Arabia’s aspirations to develop an independent uranium enrichment capability as part of its civilian nuclear program. Reports indicate that any agreement on normalization might not require Saudi Arabia to adopt the International Atomic Energy Agency’s (IAEA) Additional Protocol, which allows more comprehensive inspections, including access to undeclared sites. This contrasts with earlier accords such as the U.S.-United Arab Emirates (UAE) agreement, where Abu Dhabi agreed to forgo uranium enrichment and fuel reprocessing.
While Saudi Arabia’s pursuit of nuclear energy aligns with its Vision 2030 plan to diversify energy sources, uranium enrichment is not necessary for operating nuclear reactors. Nuclear fuel can be procured from external suppliers, as is common practice worldwide.
