The Third Pyidaungsu Hluttaw convened for the second day of its third regular session on October 6 at its premises in Nay Pyi Taw. Lawmakers addressed several key issues, including the renaming of a government ministry, appointments to high-level positions, tax policy, and international agreements.
A significant agenda item was the proposed renaming of the Ministry of Hotels, Tourism and Culture. Deputy Minister U Aye Tun explained that the ministry’s current focus on cultural tourism warranted a name change to the Ministry of Culture, Hotels and Tourism to better reflect its priorities. Following this, the Pyidaungsu Hluttaw Speaker sought and obtained the legislature’s approval for the renaming. Alongside this change, the session approved the release of Ordinance 5/2026.
The Speaker also announced a cabinet reshuffle, reassigning Union Minister U Maung Myint to lead the Ministry of Labour and appointing Union Minister U Khin Maung Soe to oversee the newly renamed Ministry of Culture, Hotels and Tourism. Additionally, the Hluttaw approved the appointment of General Ko Ko Oo from the Office of the Commander-in-Chief (Army) to the Ministry of Home Affairs and sanctioned Ordinance 6/2026.
Appointments to the judiciary were also on the docket, with the Speaker requesting the legislature’s approval for the appointment of Dr. Myo Win Aung and U Saw Myo Myo as Judges of the Supreme Court of the Union, nominations submitted by the President.
On fiscal matters, legislators focused discussions on extending tax exemptions for diesel fuel HDS (500 ppm) and Liquefied Natural Gas (LNG). Following deliberations, the Speaker called a vote, and with a majority in favor, the Hluttaw agreed to the extension.
International cooperation and financial issues were also addressed. Union Minister for Electricity and Energy U Ko Ko Lwin presented details on the Instrument of Ratification for the Agreement on the ASEAN Petroleum Security Agreement Framework, submitted by the President to facilitate the framework’s implementation. Finance and Revenue Deputy Minister Daw Than Than Lin provided explanations regarding export credits secured from Belarusian banks DBRB and Belinvestbank JSC, also submitted by the President.
On fiscal management, the Deputy Minister, together with Deputy Governor of the Central Bank U Thet Tun Aung, briefed lawmakers on a proposed loan from the Central Bank of Myanmar intended to cover the anticipated deficit in the Union Government Deposit Account for the 2026-2027 fiscal year. Following their presentations, the Hluttaw was asked to grant approval.
The Speaker invited lawmakers interested in further discussions on submitted proposals to register at the Hluttaw office. The Third Pyidaungsu Hluttaw is scheduled to continue its session on October 8.
