British security officials and experts warn that the threat of a Russian hybrid attack on the United Kingdom has reached its highest level to date, following a recent escalation in tactics observed in Europe. The concern comes after an explosive drone targeted a German airport, signaling a potential increase in aggressive measures by Russia against countries backing Ukraine.

The UK has previously experienced several hybrid attacks attributed to Russian actors, including an arson incident in March 2024 that damaged a warehouse storing satellite equipment intended for Ukraine’s military efforts. Sources within Whitehall now assess the risk of further physical attacks as unprecedented, driven by Russia’s intent to retaliate against nations providing military support to Kyiv.

This heightened alert follows reports that British-made drones were involved in Ukrainian strikes within Russian territory last month. In response, the Russian embassy in London issued a statement warning that such actions would “inevitably carry consequences,” implying possible retaliatory measures.

Andy Pryce, a former head of countering disinformation at the Foreign Office, described the tone of Russian officials and state media as more openly hostile than seen in recent years. He noted the prevalence of overt threats linked to the UK’s support for Ukraine, suggesting that hybrid attacks may be imminent. “It’s more bellicose than I’ve seen in the last decade – more visceral, more language of war type activity,” Pryce said.

Dr. Peter Neumann, a professor of security studies at King’s College London, contextualized the German drone attack as consistent with Russian President Vladimir Putin’s statements threatening to target what Moscow terms the “Ukrainian hinterland”—Western NATO countries aiding Ukraine—in retaliation for Ukrainian strikes on Russian soil. Neumann emphasized that the threat is not limited to Germany but extends to Britain and other supporters of Ukraine. “This is a time where Russia is increasingly looking to strike at NATO countries,” he said.

The escalating pattern of Russian hybrid tactics, combining conventional and unconventional methods, raises concerns among NATO members over the security of their critical infrastructure and the potential for further incursions on their territory. As Russia signals its willingness to broaden the conflict range, Western governments are urged to remain vigilant amid growing risks of asymmetric assaults.
