A routine traffic stop in the Bronx led to the arrest of a man in connection with a fatal shooting earlier that day, New York Police Department officials reported Tuesday.

Jose Kuilan, 47, was pulled over around noon Monday after officers observed him make a right turn onto Hunt Avenue from Bronxdale Avenue without signaling. During the stop, police discovered a substantial amount of marijuana inside Kuilan’s vehicle, a blue Toyota. Further investigation linked him to the shooting of 50-year-old Trojan Hart, which took place around 6 a.m. the same day near Sagamore Street and Birchall Avenue in the Bronxdale neighborhood.

Authorities charged Kuilan with murder, manslaughter, illegal gun possession, drug possession, and failure to signal. Hart, who was on his motorcycle and had taken shelter from the rain under the elevated tracks near the Bronx Park East subway station, died at the scene from multiple gunshot wounds. Police recovered seven 9mm shell casings near the location.

According to a family friend identified as Arlene, Hart was employed in construction and remembered as a “good man.” He resided in the South Bronx. The motive behind the shooting has not been determined.

Kuilan, who lives in Morningside Heights, has a documented history of eight prior arrests. He was scheduled for arraignment in Bronx Criminal Court on Tuesday. Police continue to investigate the circumstances surrounding the incident.
