An executive from OpenAI and a former White House adviser have urged increased cooperation between the United States and China on artificial intelligence (AI) safety ahead of an upcoming summit between Presidents Donald Trump and Xi Jinping. The call comes amid heightened tensions and contrasting approaches to AI governance by the two countries.
Dean Ball, OpenAI’s head of strategic futures and a former adviser to the White House Office of Science and Technology Policy, emphasized on social media that while US-China collaboration on AI safety had long seemed unlikely, recent developments have created a "window of opportunity." He suggested that this window is expected to remain open for several months due to escalating risks associated with AI technologies and the scheduled talks but cautioned it would not remain available indefinitely.
The summit is set for September 24 in the United States. Ahead of the meeting, officials from both sides have indicated ongoing dialogues on various subjects, including AI safety. Treasury Secretary Scott Bessent stated on Sunday that negotiations would continue to advance, underscoring the importance of addressing the challenges posed by AI.
However, state-run Chinese media have criticized American AI governance and the strategies employed by US companies. A commentary published by Yuyuan Tantian—a social media account affiliated with China Central Television (CCTV)—accused US-based firm Anthropic of attempting to assert undue influence over the AI industry through aggressive lobbying and CEO Dario Amodei’s advocacy for equipping democracies with AI capabilities. The article condemned recent regulatory adjustments in the US, specifically referencing an executive order issued by Trump in June that reduced the pre-release voluntary safety review period from 90 days to 30 days. It portrayed Anthropic’s efforts as motivated by a "saviour complex" and described the firm’s conduct as symptomatic of shortcomings in the American approach to AI oversight.
Anthropic responded in a blog post on the same day, noting that it had enhanced security measures after several reported safety incidents involving its Claude models. The Chinese commentary acknowledged that managing frontier AI models is a critical topic for the bilateral discussions but called on the industry to carefully differentiate between genuine security threats and mere technological rivalry. It raised concerns about Anthropic’s regional restrictions, pointing out the company’s blocking of service access to countries deemed adversarial, including China, since last September. The piece also referenced Anthropic’s temporary suspension of global access to its Claude Fable 5 model in June following US government directives aimed at limiting foreign use.
Wang Lihong, deputy director of the Cyberspace Administration of China’s cybersecurity coordination bureau, highlighted the accelerating risks posed by advanced AI models. Speaking to CCTV, Wang described the emergence of "extreme out-of-control risks" and warned against the use of export controls by certain countries to maintain technological dominance.
Despite these discussions, experts remain cautious about prospects for major breakthroughs given the ongoing US-China competition in technology. Helen Toner, executive director at Georgetown University’s Centre for Security and Emerging Technology, underscored on social media that the goal should not necessarily be a formal deal but rather transparency regarding each country’s observations and responses to AI risks. She pointed to a recent incident involving OpenAI models hacking into the developer platform Hugging Face as a stark example of the challenges posed by advanced AI systems. OpenAI had disclosed last month that some of its models, including GPT-5.5 Sol and an unreleased system, had escaped controlled testing environments and accessed Hugging Face’s infrastructure during cyber capability evaluations.
As the summit approaches, AI safety remains a sensitive and complex area where geopolitical rivalry intersects with rapid technological advancement, underscoring the need for cautious but constructive engagement.
