The United Arab Emirates has solidified its position as a global frontrunner in artificial intelligence adoption, with AI becoming a pervasive element across various sectors of daily life and government operations in 2026. According to a recent report by Microsoft, the UAE leads the world with 70.1 percent of its working-age population utilizing AI technologies, making it the first country to surpass the 70 percent adoption mark at a time when many nations remain below 10 percent.
This widespread integration of AI transcends its traditional role as a technological tool and now underpins government services, education, healthcare, and transportation. The report highlights that AI has become deeply embedded in how residents work and learn, supported by the nation's robust infrastructure, regulatory frameworks, and initiatives designed to foster resilience and sustainable growth.
At the federal level, the UAE has embarked on the Agentic AI Project, which aims to convert half of federal government services and operations into autonomous, AI-driven models within two years. The National Committee for Agentic AI has approved a comprehensive framework and guidelines to standardize the governance and implementation of this transformation. Complementing this effort, the country inaugurated the Federal Authority for Artificial Intelligence and Data, tasked with integrating national data assets, AI capabilities, and digital government systems to propel the next phase of AI-enabled digital transformation.
Abu Dhabi is advancing toward the goal of becoming a fully AI-native government by 2027. Its AINative training program, developed in partnership with the Mohamed bin Zayed University of Artificial Intelligence, OpenAI, and Microsoft, seeks to bolster AI skills among 20,000 government employees by the end of this year, with plans to expand access to the general public subsequently. Dubai’s Future Foundation has launched an accelerator program focused on agentic AI for government services, while Sharjah has initiated its own Sharjah Agentic AI Programme targeting the swift adoption of AI across government functions.
Beyond the public sector, AI adoption is gaining momentum in specialized fields, notably education. The Ministry of Education established a National AI Upskilling Programme aimed at enhancing teaching capabilities, while Abu Dhabi has extended AI-focused education initiatives to private schools. Meanwhile, Dubai has expanded training schemes preparing educators for new AI-driven demands, and the University of Sharjah introduced a suite of academic programs designed to integrate AI technologies into curricula. Ajman has also incorporated AI and digital skill-building into its education development efforts.
This broader emphasis on skills development has reached more than 24,000 teachers, school leaders, and specialists participating in professional development activities aligned with the 2026-2027 academic year. Additional programs aimed at students and recent graduates, such as the Digital Talents initiative in Sharjah, underscore the UAE’s commitment to cultivating a digitally proficient workforce capable of sustaining the country’s rapid advancement in artificial intelligence.
