The UK Charity Commission has launched a statutory inquiry into the Al-Khair Foundation following allegations of links to Hamas, the watchdog announced on Friday. The investigation was prompted by a complaint received last month accusing the charity and its partners of having connections to the militant group and of allegedly providing funding to it.

Al-Khair Foundation, a Muslim-registered charity, was established to advance religion, promote education, support social welfare, foster religious harmony, and provide disaster relief. The Commission’s probe intensified after the recent arrest and extradition of Mohammad Yousef Hasna, an employee of the charity, who faces charges in the United States for conspiring to supply material support to Hamas.

According to statements from the US Department of Justice, Hasna allegedly funneled funds and supplies to Hamas through a so-called "Sham Charity," which was identified in the indictment as Al-Khair. The charity’s reported income surged following the October 7 attacks attributed to Hamas, nearly doubling from £31.28 million to £74.79 million in the financial year ending July 31, 2025.

Responding to the serious concerns raised, the Charity Commission has issued a legal order restricting certain financial transactions by Al-Khair without prior approval. The inquiry will examine the extent of Hasna’s involvement with the charity, the effectiveness of trustee oversight and due diligence on international partners, and whether robust policies are in place to prevent funds from being misused.

While the Charity Commission’s mandate limits its role to regulatory oversight and it cannot conduct criminal investigations, any evidence of criminal conduct uncovered during the inquiry will be forwarded to police authorities. The investigation is also being supported by Counter Terror Policing London, which recently executed search warrants at two addresses in Croydon, South London.

Al-Khair Foundation has stated that it is cooperating fully with the inquiry and takes the matter seriously. The charity emphasized its commitment to ensuring that donations are used solely for humanitarian aid aimed at vulnerable populations across Gaza and other regions. It also underscored its efforts to maintain stringent governance, compliance, and oversight mechanisms to guarantee that assistance is delivered to intended beneficiaries.
