Ukraine has intensified its long-range drone operations against Russia’s energy sector, shifting focus from indiscriminate strikes on refineries to precise attacks on critical infrastructure components that are difficult to repair. This strategic adjustment aims to prolong the downtime of Russian energy facilities and increase the cost of each assault for Moscow.
According to Ukrainian military planners, drone operators, and energy experts, the emphasis is now on targeting specific nodes within Russia’s energy network that, if damaged, can cause extensive disruption beyond the immediate blast area. One member of a Ukrainian deep-strike unit described the approach as “targeted and coordinated,” reflecting a move away from broad, less discriminating attacks.
President Volodymyr Zelenskyy recently instructed Ukraine’s newly appointed commander-in-chief and acting defence minister to expand the country’s deep-strike campaign. Incoming Defence Minister Yevhenii Khmara confirmed cooperation with the new senior commander Mykhailo Drapatyi on plans to project the conflict increasingly onto Russian territory. Khmara emphasized the need to “scale up what is already effective,” specifically referencing the deep-strike drone campaign.
Ukrainian drone units benefit from detailed technical briefings conducted by energy engineers and industry specialists. These experts identify essential components within refineries and energy plants—such as pipelines, chimneys, equipment connections, and control modules—that are indispensable for operations and pose significant repair challenges if damaged. Drone operators adjust strikes accordingly, sometimes also targeting large oil depots using munitions designed to maximize fragmentation.
The operational effectiveness stems in part from Ukraine and Russia’s shared Soviet-era energy infrastructure, which provides Ukrainian engineers with a nuanced understanding of Russian facilities’ layouts and systems. This knowledge aids in identifying vulnerabilities and critical nodes within interconnected refinery networks, substations, and energy transmission systems.
Andriy Zagorodnyuk, former Ukrainian defence minister and chair of the Centre for Defence Strategies, framed the campaign as “systemic warfare,” with planners viewing Russia’s energy infrastructure as an integrated system rather than isolated targets. He noted that this systemic perspective enables Kyiv to strike critical points where damage results in outsized disruption.
Drone attacks are meticulously planned with multiple objectives and alternative targets to ensure mission success despite potential obstacles such as Russian air defences or navigation difficulties. Operators are authorized to divert to secondary or tertiary targets rather than abort a strike.
Robert Brovdi, commander of Ukraine’s Unmanned Systems Forces, described the campaign as comprehensive, aiming to dismantle networks that support Russia’s war effort by targeting oil exports, military supply chains, and logistical routes. Brovdi highlighted that Ukraine’s deep-strike capabilities now cover Russia’s European territory and occupied zones within Ukraine, placing some 80 million people within range and eroding the notion of a secure Russian rear.
The campaign’s effectiveness has been enhanced by intelligence sharing with the United States and France, which has improved the mapping of Russia’s air defences and energy grid. This intelligence has enabled Ukrainian forces to identify less-defended flight paths and critical infrastructure targets to maximize operational impact.
Brovdi underscored the campaign’s long-term trajectory, asserting that the escalation toward the “complete destruction” of Russia’s fuel, energy, and military-industrial complexes is inevitable. This intensified strategy seeks to sustain pressure on Moscow’s war capabilities through continued disruption of vital energy networks.
