Ukraine announced on October 24 that its Starlink satellite communication system and the military variant, Starshield, had been fully restored following more than a week of operational restrictions that hindered military activities and intensified tensions involving the United States. The Starlink network, owned by SpaceX, plays a critical role in Ukraine's frontline communications and military drone operations.
Hours after Ukraine’s announcement, SpaceX CEO Elon Musk accused the Ukrainian military of violating the company’s terms of service by using Starlink for offensive drone strikes. Musk stated on X (formerly Twitter) that a loophole allowing such use had been closed the previous week. Ukrainian presidential adviser Serhiy Beskrestnov responded via Telegram, asserting that Ukraine is “physically unable” to employ Starlink for long- and medium-range attack drone missions. Ukraine’s General Staff and Defense Ministry did not immediately respond to requests for comment.
The dispute over Starshield operations emerged after former U.S. President Donald Trump announced a deal to purchase Russian diesel fuel and urged Kyiv to halt strikes on Russian oil refineries. Ukrainian officials said the restrictions, which limited Starshield’s operational speed to about 100 miles per hour, disrupted the military’s ability to intercept Russian attack drones. This led to the cancellation of certain defensive operations. Ukraine’s Defense Ministry confirmed on October 24 that the connection speed had stabilized at approximately 250 miles per hour.
President Volodymyr Zelenskyy, speaking on Telegram just prior to Musk’s statement, said that both Starlink and Starshield had resumed functioning at pre-restriction speeds, deeming the restoration crucial for ongoing military efforts. Beskrestnov clarified that Ukraine does not rely on Starlink for long-range drone strikes inside Russian territory, including those targeting refineries, as the network typically operates at speeds between 43 and 55 miles per hour for these purposes. Nonetheless, Starshield-enabled medium-range attack drones have contributed significantly to Ukrainian gains on the battlefield this year.
The temporary curbs on Starshield sparked public outrage in Ukraine, especially as they coincided with disruptions in allied alerts for incoming Russian missile strikes. Kyiv later affirmed that it continued receiving U.S. intelligence despite these challenges. Both Musk and U.S. officials indicated that responsibility for decisions regarding limitations on Starlink and Starshield services rested with the other party. Reports have emerged suggesting the White House ordered the throttling of Starshield operations. Sources familiar with previous incidents noted that U.S. administrations have routinely requested SpaceX to activate or deactivate Starlink services in various countries.
On October 23, contradicting an earlier claim that Starlink services had been fully restored in Ukraine, Trump said in a statement that he would intervene to resolve lingering issues if necessary. The situation highlights the complex interplay between private technology providers, military operations, and international diplomatic pressures amid the ongoing conflict in Ukraine.
