In western Ukraine, engineers are preparing to assemble some of the most advanced weapons systems ever introduced into the country’s arsenal, as Kyiv accelerates efforts to bolster its air defenses amid ongoing Russian attacks. Central to these plans is the United States’ Patriot missile system, specifically the PAC-3 interceptor, which is designed to destroy incoming ballistic missiles by colliding with them at high speeds. This capability is seen as crucial for protecting both Ukrainian cities and frontline forces.

Recent developments have seen a surge in Western licensing agreements that could enable Ukrainian workshops to manufacture a range of sophisticated weapons, including the Patriot missile, Storm Shadow cruise missiles, and various artillery systems. The move follows a pledge by former U.S. President Donald Trump to provide Ukraine with the necessary blueprints to produce the Patriot system. In parallel, countries such as France and the United Kingdom have entered into licensing deals facilitating the local production of several other advanced munitions.

Experts note that Ukraine’s domestic defense industry has already demonstrated significant capabilities, having produced drones and ballistic missiles under challenging circumstances. However, analysts caution that transitioning from licensing agreements to full-scale production involves considerable challenges. According to Dr. Thomas Withington, an associate fellow at the Royal United Services Institute (RUSI), the process requires establishing production facilities, creating supply chains, and training personnel, all of which demand substantial time, resources, and technical expertise.

The initial focus is expected to be on simpler systems such as the AASM Hammer guided bomb and the L119 howitzer—the latter offering improved mobility and extended range compared to Soviet-era artillery still in use by Ukrainian forces. Additionally, licensing agreements covering the Storm Shadow/SCALP cruise missiles and Aster 30 interceptors, which can target aircraft, drones, and missiles, were finalized recently with France.

While the Patriot PAC-3 interceptor remains without a formal licensing agreement, reports suggest a potential breakthrough. Trump reportedly committed to granting Ukraine production rights during the NATO summit in Ankara, although official notifications to manufacturers Lockheed Martin and RTX have yet to occur, and no formal contracts have been signed. Questions remain about whether Ukraine will receive full production autonomy or will initially assemble systems from imported components.

Dmytro Zhmailo, deputy head of the Ukrainian Security and Cooperation Centre, emphasized that early production would likely involve assembling weapons from pre-manufactured parts, enabling quicker deployment while local manufacturing capacities and skills are developed. Complete or partial production cycles, with a majority of components produced domestically, will follow once sufficient infrastructure and expertise are established.

Nevertheless, challenges persist, especially regarding critical components like seeker heads and solid rocket motors, which are in limited supply globally. Dr. Sidharth Kaushal of RUSI highlighted the competition for such components as a key factor that could constrain Ukraine’s production capabilities. While Kiev has made strides in developing its industrial base, some high-tech elements, including navigation systems, thermal imaging, and turbojet engines, are expected to rely on European manufacturers for the foreseeable future.

Any new production sites will also face the risk of becoming targets, a reality acknowledged by experts. To mitigate this threat, Ukraine is likely to position facilities in western regions, farther from Russian-controlled areas, building upon its experience with drone manufacturing.

Overall, while ambitions to locally produce advanced weapons are growing, establishing sustainable and effective production lines in Ukraine will be a gradual process, requiring ongoing support and overcoming significant technical and logistical hurdles.
