Dr. Ahmed bin Jumaa al Riyami, Assistant Vice-Chancellor for Administrative and Financial Affairs and Official Spokesperson at the University of Technology and Applied Sciences (UTAS), has been honored with the Gulf Cooperation Council (GCC) Civil Service Medal. The award recognizes his extensive contributions to civil service, administrative development, and institutional advancement.
The medal was presented during an official ceremony held in Bahrain, under the patronage of Shaikh Khalid bin Abdullah al Khalifa, Deputy Prime Minister of Bahrain. The event also featured the attendance of the GCC Secretary-General and celebrated distinguished professionals from the Gulf region in fields including civil service, social affairs, and labor.
Dr. Al Riyami’s career spans over 27 years within higher education and public administration. Throughout his tenure, he has held seven senior leadership roles, including deanships at several Colleges of Applied Sciences located in Ibri, Sur, and Al Rustaq. In addition, he has led key initiatives in quality assurance and academic support.
One of Dr. Al Riyami’s notable achievements is his pivotal role in the institutional transformation that culminated in the formation of UTAS, which consolidated various technical colleges and colleges of applied sciences into a single organization. He was instrumental in designing the university’s organizational structure and administrative frameworks and managed the placement of more than 1,800 employees within the new system.
Beyond structural reforms, Dr. Al Riyami has contributed to advancing human resource development, strengthening governance in administrative and financial sectors, refining employment processes, and enhancing institutional accountability. His work has been influential in positioning UTAS as a leading institution in the region.
The awarding of the GCC Civil Service Medal highlights Dr. Al Riyami’s significant impact on public sector development and education in Oman and across the Gulf Cooperation Council states.
