Officials in Waukegan, Illinois, are confronting ongoing challenges surrounding the future of Vista Medical Center East following the hospital’s recent loss of its Level II Trauma Center designation. The removal of the trauma status, the second occurrence in less than three years, has raised concerns about emergency care availability and the hospital’s financial viability.

State Sen. Adriane Johnson, D-Buffalo Grove, and state Rep. Rita Mayfield, D-Gurnee, have expressed commitment to maintaining hospital services in the Waukegan community, emphasizing the need for adequate state funding and operational stability. The two legislators joined Vista Medical Center and American Healthcare Systems (AHS) officials at a town hall meeting on Friday at the Patricia Jones Center in Waukegan, where they provided updates and responded to questions from more than 120 area residents.

According to Johnson, the Illinois Department of Public Health withdrew Vista’s Level II trauma designation due to insufficient support in anesthesia and neurology coverage. This change means ambulances are no longer permitted to transport emergency patients directly to the hospital until the designation is restored. Johnson noted that Vista remains open and labeled the trauma status suspension as an opportunity for the hospital to work with state regulators on reinstatement.

Representatives from AHS, which owns Vista Medical Center East, indicated the loss of the trauma center designation was part of a voluntary cost-cutting strategy. Ann Lawrence, AHS chief legal officer, explained that anesthesiology services are provided through eight independent physician groups and that reducing their onsite hours has yielded significant financial savings. While surgical procedures will continue on a scheduled basis, operating room coverage will no longer be available 24/7.

Lake County’s Waukegan Mayor Sam Cunningham criticized AHS’s management, describing it as unacceptable and expressing concern over the impact on regional healthcare. In response to the trauma designation loss, he affirmed that the Waukegan Fire Department would adjust staffing and increase ambulance availability to ensure emergency care needs are met.

Though Vista Medical Center East is not formally designated a safety-net hospital by Illinois, Johnson asserted that it functions in a similar capacity by delivering comprehensive care regardless of patients’ financial situations. She stressed the importance of maintaining data accuracy in state applications to secure funding eligibility. Both Johnson and Mayfield highlighted the financial pressures facing Vista and other safety-net hospitals, pointing to unpaid state Medicaid-related taxes that have disrupted crucial cash flows.

Looking ahead, Johnson and Mayfield plan to introduce legislation during the Illinois legislature’s upcoming veto session that would extend the timeline for these tax payments by 10 years, aiming to provide hospitals with greater financial stability. They also intend to propose measures to facilitate the establishment of freestanding emergency centers to enhance access to emergency care in underserved areas.

Mayfield revealed that negotiations with potential buyers for Vista Medical Center East have been complicated by negative media coverage and political factors, leading some investors to withdraw. Evelina Sarian, AHS’s chief operating officer, mentioned that one prospective buyer remains interested and has proposed converting the hospital into a not-for-profit entity, consistent with the status of other general hospitals in Lake County. Lawrence indicated that while AHS is not seeking financial compensation in a sale, any buyer would need to assume existing debts and demonstrate financial viability. She did not rule out the possibility of pursuing a Chapter 11 bankruptcy reorganization if needed.

The developments highlight ongoing uncertainty about Vista Medical Center East’s future role in the Waukegan healthcare landscape as community leaders and hospital officials work to navigate operational and financial challenges.
