However, emerging trends indicate this gap is narrowing as inexpensive drones and improvised aircraft become more prevalent in conflicts worldwide.
This shift has been observed in diverse conflict zones such as Ukraine, Myanmar, Sudan, Yemen, Somalia, the Sahel, and eastern Congo, where armed groups have increasingly employed low-cost unmanned aerial vehicles (UAVs) for reconnaissance and attack purposes. Unlike traditional combat aircraft, which can cost tens of millions of dollars before factoring in weapons, maintenance, and training, commercial drones equipped with cameras and modified to carry explosives offer a far more affordable alternative. These inexpensive platforms enable insurgents to inflict damage on significantly costlier government military assets, often at a fraction of the traditional expenditure.
While these drones do not match the range, payload capacity, or sophistication of a conventional air force, insurgent groups do not require such parity. Instead, they need only to possess capabilities sufficient to raise the costs of government military operations and alter the strategic calculus. This represents a structural change in warfare dynamics, as cheaper aerial capabilities can prolong conflicts by preventing states from securing decisive victories despite superior resources.
The economic nature of this transformation underscores that advances in drone technology are less about groundbreaking tech and more about accessibility and affordability. As commercial drone availability and drone modification techniques improve globally, barriers to aerial warfare continue to fall, enabling smaller armed groups to participate in combat from the air in ways previously restricted to states.
However, this democratization of aerial warfare carries significant implications for civilian populations. In Myanmar, for example, the increased accessibility of drones has contributed to more frequent air attacks in a protracted civil conflict, with civilian casualties mounting as a result. The international community's response to these developments has so far been limited, raising concerns about the humanitarian consequences of this evolving form of warfare.
The ongoing trend challenges traditional assumptions about the future of military development, which has often focused on ever more sophisticated weaponry such as tanks, jets, precision-guided munitions, and artificial intelligence. Instead, the current transformation leans toward simpler, cheaper technologies that empower a broader spectrum of actors. Ukraine’s use of inexpensive drones in a major interstate conflict and Myanmar’s experience with their deployment in fragmented civil war scenarios highlight the potential for these tools to reshape warfare profoundly on multiple fronts.
