Bank of England Governor Andrew Bailey, also serving as chairman of the Financial Stability Board, delivered a cautionary message to the G20 meeting of major economies in North Carolina this week, highlighting growing vulnerabilities in the global financial system. His remarks emphasized concerns over rising debt levels, elevated interest rates, and an inflated artificial intelligence (AI) market, all of which pose risks of a significant market correction or crash.

Bailey’s warning echoes recent assessments by the Bank of England’s Financial Policy Committee, which has increasingly signaled since late 2025 that shocks originating from US equity and debt markets could quickly ripple internationally. The US national debt recently surpassed $40 trillion, an unprecedented figure driven by continued fiscal deficits projected at nearly $2 trillion per year under the current administration, despite debates over the long-term sustainability of such borrowing.

This robust government borrowing places upward pressure on interest rates globally. The US Treasury now pays over 5.2 percent interest on long-term borrowing, rates that influence consumer loans and mortgages. Correspondingly, US mortgage rates have hovered near 6.7 percent on average, contributing to declining public approval of economic management. The UK faces similar pressures, with national debt expected to exceed £3 trillion imminently and government borrowing costs surpassing 5 percent for ten-year bonds. These rates are among the highest in the G7 and G20 and substantially affect mortgage and commercial loan rates, often exceeding the Bank of England’s base rate.

Underlying these concerns is a growing competition for credit. Alongside governments, US-based AI companies—sometimes referred to as "AI hyperscalers"—are investing trillions of dollars to expand their infrastructure, frequently relying on borrowing from less regulated private credit markets estimated to range from $1.5 trillion to $3 trillion. This demand adds to borrowing costs for all market participants.

The stock market's heavy reliance on AI-related firms adds another layer of risk. AI-linked stocks currently constitute over 40 percent of the S&P 500’s total value and have driven more than 80 percent of its gains in 2026. Many analysts consider these valuations overstretched, suggesting the possibility of a bubble. If AI share prices were to decline sharply, it could trigger broader market declines given the sector’s outsized influence.

Several factors may curtail anticipated AI revenue growth, which is crucial to servicing the associated debt. Public opposition to AI data centers in the US has intensified, resulting in over 75 project delays or cancellations in the first quarter of 2026, primarily due to environmental and local community concerns over resource usage and noise. In addition, competition from China presents a challenge, with cheaper and increasingly capable AI models possibly curbing the dominance of American firms.

Bailey’s reference to "multiple vulnerabilities" captures the complex interplay of excessive public and private debt, rising borrowing costs, inflationary pressures, market overvaluation, and uncertain future revenues. While the timing and scale of a potential financial downturn remain uncertain, the conditions highlight significant risks ahead. Observers caution that forthcoming fiscal policies, including the budget expected within two months, may not adequately address these systemic challenges and could inadvertently exacerbate the situation.
