The Ministry of Electricity, Water and Renewable Energy in Kuwait has introduced a new technical code regulating water heating systems in buildings across the country. The decree, published in the official gazette on November 1, 2026, aims to establish standardized requirements for the design and installation of water heaters in both residential and non-residential structures.

According to Minister Dr. Sabih Al-Mukhizaim, the code is applicable to all new constructions as well as expansions of existing buildings that require an increase in electrical capacity. The technical guidelines include provisions for optimal hot water usage by defining consumption rates to ensure efficient energy use.

For non-residential buildings, the code mandates adherence to minimum energy efficiency standards designed to reduce water heating demand by at least 60 percent. This requirement obliges such facilities to implement systems that achieve significant energy savings. In contrast, residential buildings retain the flexibility to select any type of water heating system. However, should they choose high-efficiency options such as solar water heaters or heat pump systems, they must meet the energy efficiency criteria outlined in the new code.

All water heating systems and associated equipment covered under the code are required to comply with Kuwait Standard 1903/2025, which is issued by the Public Authority for Industry. Any amendments to this standard will also be applicable.

The new technical code is set to take effect one year following its publication, allowing time for compliance and implementation across the sector. The ministry’s introduction of this regulatory framework is part of Kuwait’s broader efforts to optimize energy consumption and promote sustainability within the country's built environment.
