A new Dominican restaurant has opened in downtown Waukegan, aiming to contribute to the area’s revitalization and offer a distinctive culinary experience. El Patio Café & Lounge, owned by Elinelsy Castillo, began welcoming customers on July 10 in a historic building on Genesee Street. The restaurant is currently the only Dominican eatery between Chicago and Milwaukee.
Located in a structure that has housed various dining establishments for more than five decades, the space was vacant for several years prior to El Patio’s arrival. Developer Mikki Schuck purchased the building in late 2024 with plans to renovate the upper floors into luxury apartments and restore the ground floor to its former use as a restaurant. The apartments were completed and leased by May 2025, while the restaurant took additional time to open.
“The sign was a symbol in downtown Waukegan for more than 50 years,” Schuck said, referring to a large blue sign on the building with white lettering, which has served as a familiar landmark for the community. “This helps return Waukegan to the way it was before. We’re bringing life back to downtown Waukegan.”
El Patio is notable for its inventive approach to preparing beverages. A repurposed bicycle in the café functions as a blender: instead of operating on electricity, the bike must be pedaled manually to mix smoothies and other drinks. Castillo said she was inspired to incorporate this unique feature after seeing it online.
The restaurant’s menu offers a variety of Dominican dishes served throughout the day, including breakfast, lunch, and dinner options. Customers can find items such as empanadas priced at $5, yaroa, mangu, and chimi, along with some other Caribbean staples and traditional American breakfast selections.
El Patio’s opening coincided with Scoop Waukegan, an annual summer event that attracts thousands of visitors to downtown. Castillo said she was initially unaware of the festival but noted that the increased foot traffic helped attract diners. During this period, the restaurant expanded outdoor seating to accommodate the crowds.
The establishment’s introduction is part of broader efforts to revitalize Waukegan’s downtown and reintroduce vibrant local businesses. With the combination of historic restoration, new residential options, and a fresh dining experience, organizers and owners hope to foster renewed activity in the city center.
