New data from the OECD’s Programme for International Student Assessment (PISA) indicate a continued decline in the academic performance of fifteen-year-olds in high-income countries, with the latest 2025 results showing students lagging about one and a half years behind their 2015 peers in literacy, mathematics, and science skills. This marks a deepening of the drop first observed in 2022, which initially was considered by some to be a temporary effect of pandemic-related disruptions.

The broad trend is corroborated by separate measures, including national assessments and surveys that track challenges young people face with concentration and learning. Among the factors contributing to the decline are digital distractions inside and outside the classroom, as well as concerns that the increasing use of artificial intelligence to assist with schoolwork may be undermining the learning process.

A significant element of the discussion focuses on shifts in educational approaches, particularly curricula and teaching methods. In the 2000s, many education officials looked to Finland’s schooling system — then a top performer in PISA rankings — as a model. Finland’s system was praised for promoting flexibility, pupil autonomy, and a focus on “transferable skills” such as critical thinking, with less emphasis on core subjects and standardized testing. However, Finnish scores had already been in decline during this period and currently approximate average international results. Analysts suggest that Finland’s earlier educational success was more strongly tied to a conventional comprehensive approach used previously rather than the newer model.

Similar patterns have been observed across parts of the United Kingdom. Scotland, Wales, and Northern Ireland adopted curricula moving away from established content and reduced reliance on standardized tests and school league tables during the 2010s. In contrast, England maintained a more traditional curriculum with strict content guidance on core subjects, alongside accountability measures including league tables that limit manipulation of school rankings. Fifteen years after these diverging approaches, England’s performance has remained relatively strong, placing it in the top ten internationally, whereas results in Scotland, Wales, and Northern Ireland have substantially declined.

A comparable trend is evident within the United States, where some lower-income southern states such as Mississippi have achieved notable gains, surpassing historically higher-performing states like California. Improvements are particularly marked among students who previously scored lowest. Observers credit these changes to the adoption of evidence-based teaching methods—such as early phonics instruction—and heightened accountability measures, including literacy proficiency requirements before grade progression.

Critics of performance-focused education models argue they may harm students’ well-being. However, surveys indicate no significant differences in levels of happiness, stress, or mental health issues between children in regions with differing educational policies. Proponents assert that assessments like PISA are designed not just to measure narrow knowledge but also to evaluate broader skills that are deemed essential, including combinations of literacy, reasoning, and problem-solving. Some experts further contend that skills such as critical thinking and creativity depend heavily on foundational knowledge, challenging assumptions that these abilities develop independently of traditional learning.

Concerns remain that weakening academic standards combined with the growing rise of digital distractions and technological shortcuts could leave current and future generations ill-prepared for complex challenges ahead. The debate continues over the optimal balance between fostering transferable skills and maintaining rigorous curricular content to support student achievement globally.
