The United Kingdom has announced a series of targeted measures aimed at pressuring the Israeli government over its policies in the occupied Palestinian territories, signaling a shift in its longstanding approach to the Israeli-Palestinian conflict. The new steps, unveiled by the prime minister, focus specifically on actions related to Israeli settlements deemed illegal under international law and seek to support efforts toward a two-state solution.

The package of measures includes a ban on trade in goods originating from Israeli settlements in Palestinian territories. Additionally, the British government has formally declared that the Israeli occupation of Palestinian land is unlawful, aligning with conclusions previously drawn by the International Court of Justice. The government will also impose sanctions on individuals and companies that facilitate, support, or profit from such settlements—explicitly including those involved in the development of the contested E1 mega settlement, which critics say would severely undermine prospects for peace by cutting through the West Bank.

The prime minister emphasized that these steps are not intended to target the Israeli population or Jewish communities worldwide but rather to hold the current Israeli government accountable for policies that have accelerated tensions and undermined peace efforts. Since 2022, Israel has approved the construction of more than 100 new settlements, with over 1,500 incidents of settler violence reported in the last year alone, according to the United Nations. The government warned that this expansion, particularly the impending E1 settlement project ahead of Israel’s October elections, threatens the viability of a two-state solution, which remains the UK’s preferred resolution to the conflict.

The UK government also announced increased humanitarian aid to Gaza in response to the ongoing crisis, where over 70,000 people, including at least 20,000 children, have died since October 2023. The area’s population faces severe displacement and confinement, with millions affected by limited access to aid and widespread destruction.

The prime minister reiterated his condemnation of the terrorist attacks carried out by Hamas on October 7, 2023, and stressed that such violence does not justify Israeli government actions in Gaza and the West Bank. He underscored the distinction between the Israeli government’s policies and the Israeli people, as well as the Jewish community in the UK, rejecting any attempts to blame British Jews for the actions of Israel’s government and condemning antisemitism in all its forms.

By implementing these measures, the UK government aims to uphold international law and advocate for a peaceful coexistence between Israelis and Palestinians, reaffirming its commitment to sustaining the prospect of a two-state solution amid escalating conflict and humanitarian concerns. The government indicated it would continue to collaborate with international partners to maintain momentum toward peace and stability in the region.
