Scientists warn that the Atlantic Meridional Overturning Circulation (Amoc), a key ocean current system that transports warm tropical waters to northern latitudes, is weakening and at risk of collapse if global warming continues at current rates. This phenomenon is significant because it plays a major role in moderating the climate of the North Atlantic region, including the United Kingdom.

Research indicates that a collapse of the Amoc could lead to a substantial cooling in parts of the North Atlantic, with potentially severe consequences for Britain's climate and agriculture. Models suggest that London’s average winter temperatures could drop to around 2°C, with extreme cold spells reaching as low as -20°C once a decade. Additionally, agricultural land in the UK could be reduced drastically, shrinking from about 32% to just 7% due to increased drying conditions.

Despite ongoing efforts to achieve net-zero carbon emissions and commitments such as NATO’s target to increase defense spending to 3.5% of GDP by 2035, experts argue that the risk posed by the Amoc collapse merits dedicated diplomatic and scientific attention. Currently, research on the Amoc is dispersed and sometimes contradictory, with no central institution providing a comprehensive monitoring or early warning system.

In response, there are calls for the creation of a dedicated Amoc Observatory, bringing together existing scientific efforts and advanced technologies such as ocean sensors, autonomous drones, and data-gathering robots. This body would function similarly to global disease surveillance networks, providing impartial, timely updates to governments and enabling proactive measures against potential climate tipping points.

Several North Atlantic nations have highlighted the growing concern over this issue. In 2025, Iceland’s National Security Council designated the potential collapse of the Amoc as a national security risk. Norwegian experts have proposed similar classifications, while academics in Denmark have urged greater inclusion of the Amoc threat in reports by the Intergovernmental Panel on Climate Change (IPCC). The Nordic Council has also published an official report assessing the risks linked to the Amoc’s weakening.

The proposed coalition to establish and maintain an Amoc Observatory would likely include countries such as Iceland, Denmark (including Greenland), Norway, Sweden, Finland, Ireland, the Netherlands, and Canada, with the UK positioned to take a leadership role. UK initiatives already contribute to related monitoring efforts through the £80 million investment in the Forecasting Tipping Points programme led by ARIA, and institutions like Exeter University are recognized for their modelling expertise. Advocates suggest that the new observatory would coordinate these efforts more effectively without necessitating large new funding streams, especially as government budgets tighten.

Proponents argue that this approach could serve both scientific and diplomatic ends, providing a platform for enhanced international cooperation on climate risks and reinforcing commitments to net-zero targets amid political challenges. In particular, some see this as an opportunity for the UK foreign secretary to spearhead climate diplomacy by convening northern Atlantic states for a joint initiative, especially following recent extreme heatwaves that have drawn public attention to climate issues.

While the creation of an Amoc Observatory is yet to be formally proposed by government bodies, the idea reflects a growing consensus in parts of the scientific and policy community regarding the need for improved climate risk management focused on ocean circulation changes and their broader environmental and geopolitical impacts.
