Ukrainian President Volodymyr Zelensky visited the United Kingdom on July 27, 2026, marking the first international trip hosted by Prime Minister Andy Burnham since he took office. The visit underscores the UK’s continued commitment to supporting Ukraine amid its ongoing conflict with Russia.
The two leaders met at a naval base where Ukrainian forces have received training as part of a multinational deployment known as Exercise Sea Breeze, which focuses on maritime operations and mine warfare in the Black Sea. During the visit, Burnham announced a significant step in UK-Ukraine military cooperation by transferring the intellectual property rights for "Stone Cloak," a British-developed electronic warfare jammer. The technology, roughly the size of a tablet computer, is designed to disrupt Russian air defense systems by preventing them from tracking drones outfitted with the device. The UK Ministry of Defence has already supplied thousands of these jammers to Ukraine, and the new agreement will allow Ukraine to produce the systems on a larger scale domestically.
Burnham emphasized the strategic importance of this partnership, stating that Stone Cloak represents cutting-edge British innovation that has been effectively deployed on the front lines. He also noted that data collected from Ukraine’s use of the system will inform the development of future UK weaponry, including new cruise missiles. Ukrainian armed forces have used drones for deep strikes into Russian territory, targeting military infrastructure and economic assets such as a major oil refinery in the Ural Mountains. These operations have contributed to economic challenges within Russia, with the country’s central bank recently revising growth forecasts amid concerns about rising inflation.
Zelensky's visit comes at a time of continued military and political pressure for Ukraine, including recent changes within his government, such as the dismissal of Defence Minister Mykhailo Fedorov. Zelensky described his meeting with Burnham as an opportunity to strengthen bilateral ties and expressed a desire for further engagement in the near future.
Since the outbreak of large-scale hostilities in February 2022, the UK has committed roughly £25 billion in aid and military support to Ukraine.
