Ukrainian President Volodymyr Zelensky on Wednesday called for stronger international measures against Russia in response to an intensification of missile and drone attacks on civilian areas across Ukraine. These strikes, which resumed with unprecedented intensity at the end of August, have targeted Kyiv in sustained attacks described by Ukrainian officials as efforts to weaken civilian morale ahead of winter.
Since Russia launched its full-scale invasion over four years ago, the capital has experienced its heaviest bombardment, with missile and drone strikes continuing through September. Zelensky criticized the global response as insufficient, urging countries to impose greater pressure on Moscow. “A response is needed — Moscow must not go into the winter believing that it can get away with missile and drone terror without consequences,” he said via social media.
The United Nations reported last month that Russian aerial attacks in July caused more civilian casualties than any period since March 2022, with 437 deaths and over 2,600 injuries. Overall, the UN Human Rights Monitoring Mission in Ukraine estimates that more than 16,800 civilians have been killed and upwards of 51,000 wounded since the conflict began. Russia denies targeting civilians, maintaining its operations focus on military infrastructure.
Overnight into Wednesday, Russian strikes reportedly killed at least two people and wounded seven in six Ukrainian regions, including Kyiv. A drone attack damaged a residential building in Kyiv’s Darnytskyi district, igniting a fire on the 12th floor. Residents described the blast’s force as severe, with one woman recounting how she was thrown across her kitchen and a pregnant neighbor was injured.
Russia’s Defense Ministry claimed its forces had struck a drone factory warehouse in Kyiv, fuel reservoirs, and an electrical substation in the southern port city of Mykolaiv, as well as military cargo on a ship bound for Odesa and logistics facilities at the Starokozache border crossing with Moldova. Ukrainian authorities confirmed that the border strike resulted in two fatalities.
In response to Russian attacks, Ukrainian forces have increased long-range strikes into Russian territory. Local officials in Novy Urengoy, a city nearly 1,700 miles from Ukraine’s border in northwest Siberia, reported an attempted drone attack on an industrial facility. The attack caused a fire due to falling debris but did not result in casualties. Novy Urengoy is a major center for natural gas extraction, accounting for roughly 80 percent of Russia’s output, according to the Interfax news agency. This marked Ukraine’s first known strike on the city.
Separately, Ukraine targeted the Novorossiysk naval base in Russia’s Krasnodar region, a critical hub for the Black Sea Fleet’s maintenance and logistics. Zelensky reported damage to military port infrastructure and vessels equipped with cruise missiles. Krasnodar Governor Veniamin Kondratyev confirmed that four people, including a child, were killed and 29 others wounded in the assault.
Russia’s Defense Ministry stated that its air defense systems intercepted 596 Ukrainian drones between late Tuesday and early Wednesday, underscoring the scale of the ongoing drone warfare. Meanwhile, diplomatic efforts led by the United States continue, with special envoys visiting both Kyiv and Moscow this week. U.S. Secretary of State Marco Rubio described the talks as “substantive” but acknowledged significant challenges remain before progress can be reached.
